a. Clean the spots with soap and water.
b. Paint over the spots using a clear varnish.
c. Sand the spots down to shiny metal using fine sandpaper.

the white spots are just the aluminum oxidizing. It wont hurt anything. if you don't like the look of them sand them off and clearcoat the hull
