Depends what you mean:
If dropped yes because the physical characteristics have been changed.
If you mean chemical properties, no- pulverising aluminum is a physical change and does not effect the chemical properties (melting point, etc)

There's a hell of a lot more surface area with powdered aluminium and so it'll do a hell of a lot more!
it really depends on what sense you're talking about. they'll both react with the same things, they'll both conduct electricity (though the former not as well), but any sort of chemical change will occur much faster for the powdered aluminum because of the added surface area.
