Potassium nitrate is not a powerful enough oxidizer - it needs SUBSTANTIAL jump start.
With potassium perchlorate and aluminum powder, you don't need it because finely divided aluminum powder is flammable and burns violently in the presence of oxidizing agents thus providing the activation for energy for the perchlorate to start the oxidation of the rest of the aluminum in the mix.If you mix potassium nitrate with aluminum powder will you get flash powder?
It's technically possible, but KNO3 is not as strong an oxidiser as KClO4. It works with magnesium powder, but Mg is more reactive than Al.
